The Health and Safety Executive (HSE) adopted an evaluation to explore dutyholders’ views and experiences of how the regulations work in practice.

Dutyholders’ included in the analysis were those carrying out licensable work, those carrying our notifiable work, those carrying out non-notifiable work and those with a duty to manage asbestos.

A combination of qualitative (workshops and focus groups) and quantitative (survey) methods were used. A total of 66 dutyholders’ took park and a total of 94 survey responses were received.

The prevalent view across dutyholders’ was that the regulations were effective in protecting workers and others from asbestos risks.

Specific benefits included:

• Reducing the risk of exposure to asbestos and protecting both workers and the public;
• Creating consistency and setting clear standards regarding controls that should be in place when carrying out work with asbestos; and
• Raising awareness and providing assurance to employers and others that the necessary controls to prevent / minimise potential risks from asbestos exposure are in place.

Overall, the regulations were considered practical to implement, although some areas were also identified where clarification was needed, such as the distinction between licensable and notifiable asbestos work, and more information / guidance on how to best implement them.
